In an apartment complex...is water calculated by usage or apartment size? If a water meter is broken...can you be overcharged/estimated consistently with no estimate of when the broken meter will be fixed? Does a tenant have any recourse? Thanx

Depends on the management of the complex. My old apartment at 1016 lofts was 'estimated' every other month and shored up via a wireless transmitter attached to the water meter on the other months.
