Default water Bill question Midtown Atlanta

I live in an apartment complex 1 - bedroom apartment and my water bill last month was like 30 something for waterbill and 77 for sewer? (120 something total)

usually it's like 26 or 28 bucks total? I'm thinking maybe my toilet leaked or something leaked out a lot of gallons! maybe a swimming pool? water usage quadrupled!!!!

Anyways the bill comes from a different company other than the "regular city water" i'll have to look it up.

1) Do I complain to the apartment complex? They will probably be like well tough **** lol.....

2) Make the billing company re-read the meter? ( I dont even think the meter is in my place? ) I mean I should be able to physically inspect it right?

3) is there a government agency that handles these matters or do I need to contact a lawyer to review my rights as a tenant? I'm not sure the apartment or the water company will want to play ball and be equitable about the whole situation.
