If you live in New York, simply purchase the vehicle here if you wish and then register it in New York. Your secondary property shouldn't come into play unless you are trying to do something to beat the system (i.e. using the secondary property as your insurance address although you really live in New York, etc.). I know that the cost of living is much higher up there, but I doubt that car prices vary to the point where you would have to come down here to buy a vehicle.

It can be really easy or really complicated.

Like most bureaucratic experiences, it's highly dependent on how smart or stupid the person you get at the window is.

Most of them are pretty stupid, but there actually are a few really smart ones who really do want to help you. A lot of which one you get is luck.

If you want the car to be registered in Savannah, then they more than likely will tell you that you have 30 days to obtain a Georgia license after you purchase it.
