Who is/was Atlanta's best mayor and why?

I would call it a toss-up between William Hartsfield and Ivan Allen. Both saw Atlanta through a period of rapid growth. Both had vision, business savvy, and great leadership skills. Hartsfield brought us the airport, Allen saw us through the volatile Civil Rights Era and helped prevent Atlanta from following Birmingham's troubles. Both changed the destiny of this city through their actions.

Exactly.

I also give Shirley Franklin props for tackling the sewer issue. Very unpopular and expensive, but it simply had to be done to move the city forward.
