Then what city would be the county seat of Buckhead county, huh? You need a county seat and Atlanta can't be the county seat of 2 counties, thus why Buckhead would have to become it's own city.

Is there really an Atlanta in Dekalb county, or is it just a post office issue?

There is Suwanee in Gwinnett county (the only real Suwanee), but also in Forsyth and Fulton counties for mailing address purposes.

Oh, yeah. I think about 25 square miles of the city of Atlanta is in DeKalb County. Neighborhoods like Candler Park, East Atlanta and half of Little Five Points are in DeKalb.

Why not? A major portion of Atlanta would be in Buckhead county, and county residents would still be taxpaying citizens of the city of Atlanta.

You can put the county buildings wherever you want in your new county. Or in another county, for that matter.

Atlanta have too many counties already. Could you imagine the money that could be saved if all those Governments could merge.

Why do you need a country seat? Why can't Atlanta be the county seat of two counties?

County seat is just the town where the local government of the county is centralized. It is not an official designation.

What's the evidence that merging all those goverments would say money?

In my experience big bureaucracies (especially governments that aren't really accountable for how they spend money) tend to be more inefficient.
