No. Tucker has been stable for decades, as I know as someone who lived there for 30+ years until recently. Some of the retail areas are dated and in need of upgrades, Northlake Mall is pathetic, and the stretch of Lawrenceville Highway through Tucker is pretty ugly. But the neighborhoods are very nice, almost without exception. The Main Street/Downtown area has majorly improved in the last two years, thanks to the county finally scrapping the ordinance that prevented restaurants on Main Street from serving alcohol (due to proximity to churches.)

As for all the strip malls, that's the result of an era in which there were loads of major grocery store chains. Tucker had them all. Now that only Kroger and Publix exist (and Ingles, which Tucker also has), the strips that were built for Big Star, A&P, and Winn-Dixie (there was even one called Big Apple for a little while) are obviously no longer in their prime.

The school issue is a cause for concern, but that's true for the entire county and not just Tucker.

Tucker is great if you enjoy gangs, poverty, and home invasions. Not even exaggerating , every week there is something terrible being reported on the news that took place in Tucker.

This is an absurd exaggeration.

If you're telling the truth, what terrible thing happened last week in Tucker?

It was my impression Tucker was up and coming, not that it had ever gone down much in the first place.

The only thing that has gone down about Tucker is the fact that there are some apartment complexes and shopping strips that have been allowed to get very dated. Many good things have been happening there, however, so I believe the positives outweigh the negatives.

Incorporated = city government.

Unincorporated = county government.

Tucker has extensively researched incorporation, and they have dropped it from consideration. They might should reconsider it now that they have more revenue from alcohol licensing, and a much improved Main Street area.

Would Tucker have to draw city lines that are only in Dekalb or only in Gwinnett?

I know that Atlanta has a small portion of city limits that fall withing Dekalb, but would modern day incorporation allow for creating a city that spans county lines?

I'm not sure how much of Tucker is in Gwinnett, but I do know that a portion of the area that most people consider Tucker is over the Gwinnett line.

Tucker will not be incorporating. They are looking into forming a Community Improvement District (CID) instead. This will allow them to leverage federal funds, and should bring more money into the community than if they incorporate.
