I don't know whether this will have a negative effect on the Beltline or transit in Atlanta generally, but it's likely to be a big boost for our nearest rival.

Why? Congress still has to approve any funding that still gets disbursed. Foxx just will enforce that the plans are executed

I'm just thinking that given the rivalry between Charlotte and the ATL, I'd rather have someone other than the mayor of Charlotte in charge of the DOT.
