The ruling has to do with Tax Allocation Districts (TADs) and trying to get them ruled as unconstitutional because it was in theory redirecting a portion of the future growth in property taxes away from schools and to the Beltline. It was not about schools funding the Beltline directly.

The AJC story stated

The schools don't lose any existing funding or give money away. They've declined future increases. Pull up the "How TADS Work" diagram: Atlanta BeltLine TAD // Atlanta BeltLine

Work is starting on the connection of Historic Fourth Ward Park and the BeltLine.
Utility Work Underway for Connection between Eastside Trail and HFWP // Atlanta BeltLine
Hopefully it will be done in time for the Hotober fest.

They are only starting relocating the utilities, not the connection itself.
