Many of your graphs are not telling the full story btw:

Washington Metro:
DC is a federal district, however, in addition to a lot of federal funding, the surounding counties and Virgina and Maryland provide funding. Fares and other revenue fund 57.6% of the Metro's daily operations while state and local governments fund the remaining 42.4%.
Washington Metropolitan Area Transit Authority - Wikipedia, the free encyclopedia

BART:
"California provides the second highest amount for transit of any state - in FY 2008 the state spent $2,299,578,879 which was eclipsed only by New York's $3,015,441,656. "
California Public Transit Funding: Local and State Revenue Sources and Outlays, and the Future of Spending

CTA:

Who Pays for the CTA? « transportation costs made transparent
*RTA = State Funding = 43.95% of funding from the state

And since you did not include it, MARTA's revenues are: 43% Sales Tax, 19% Federal Funding, 38% Passenger and other Revenues.

Look, the privatization of these areas will be a good thing for MARTA. But this KPMG audit was requested by MARTA (in spite of many people on this board being critical of money being spent on consultants), and the new director is putting in a timeline to institute the measures. But this bill is nothing but politics. It is the state exercising its power trip to try to take credit for something that is already happening. But probably making things worse by rushing some imperfect legislation that will further complicate operations for MARTA.
Exactly, MARTA had requested and paid for the audit without pressure from the state. Now the state is trying to get credit for something MARTA requested to get down. Not a lot of government agencies would pay for a public audit to expose themselves. Where of GDOT's KDMG audit?

Also, relevant:

"MARTA has never received any operational funding from the State of Georgia, making it the largest public transportation agency in the United States and the second-largest transit agency in Anglo-America (after the Toronto Transit Commission) not to receive state/provincial funding for operational expenses. The State of Georgia has contributed extremely limited funds for MARTA's capital projects. As of 2006, this amount was less than one percent of the total revenue sources for capital funds"

It would be nice if they would let Keith Parker have some time to get things in order. But forcing him to do what he already said he is going to do isn't a bad thing. I don't care who gets credit for fixing Marta. This bill will make sure the changes aren't just talk.

Great question.

But don't expect the nigh omnipresent conservative scream machine on city-data to even attempt an answer for that one.

For all that speak and don't know what they are talking about here are some facts para transit receive gov grants every year to run para transit. that KPMG report was order by Dr. Scott Marta Former CEO! Marta management account for 24 million dollars of the 142 million they spend a year 61 million go between supplies and none labor jobs Marta also spends 34 million a year in labor jobs which can go to there current empoloyee. Last but not least Marta is very much mismanaged they will leave a operator on hold with pay instead of let the work until they can get to the bottom of a possible false claim. Outsource isn't the answer Marta tried (Dave's transportation) epic fail and Veolia will do the same

That is painful to read. You may have a decent point mixed in that jumbled mess, but no one is going to take it seriously if you can't present it in a coherent manner.
