Um, Bremen City Schools are public, right? Other than refusing to admit kids who have been expelled from another school, a city school system like Bremen is not allowed to "carefully screen" people who want to pay tuition. It's against the law to do that. They have to accept anyone who is willing to pay tuition (except expelled students) on a first come/first served basis or on a lottery basis.
