My 2 cents-I don't know about the cars-I guess that would depend on the city. For instance one city we lived in near West Cobb didn't really have stringent ordinances until a very large subdivision was built and incorporated within its limits. Then the city adopted the codes of the HOA. This did not go over well with the original residents and I don't think the codes were widely enforced outside the subdivision.

Many areas around here are unincorporated so that kind of thing would fall to the county. The county enforces health codes and I believe that they would have come out regarding the mosquitoes described-especially since the West Nile breakouts. I don't know of anything regarding weeds outside of an HOA. Of course here the weeds grow so rapidly that the county might be justified if they simply confused an overgrown lot for a 'forested' property. ;-)

The dirt bikes are absolutely against code for noise. You can call CCPD to report this and any other noisy motor "vehicles driven near, past or around an inhabited dwelling place so as to disturb or unduly annoy its inhabitants."
