Default Hapeville

Hello - I am looking at buying a house in the Tri-Cities area. I am seeking information about Hapeville. I am looking for a house sub 150k and the Tri-cities seem to be a good fit. It is very affordable yet close to the city and have a small-town feel. I have done a lot of research about East Point but I cannot seem to find much information about Hapeville.

What I would like to know from residents or those familiar with the areas are:

-reccomendations to neighborhoods/information about neighborhood associations (safety, community involvement, noise)
-commute time to midtown (back roads, interstate)
-plans for future(development, new residents, etc)

What I am comparing it to is what I know about East Point. I am in a mid-20s single professional with no kids(schools dont matter) I really enjoy East Point/College Park with its easy accessibility to downtown (marta & up lee st to northside dr). It has very nice warm neighborhoods and would like to compare Hapeville to EP/CP.
