Sounds like a good plan. Of course some businesses and all suburban residents will complain about taking away surface parking, but the city subsidizes parking on-street. People need to learn how to parallel park.

How is that an "innovative solution", which the article claims it is? Isn't "lets tax something!" pretty much the go-to solution these days at all levels of government?

I don't think we need to tax parking. But I think we need to stop subsidizing it by requiring property owners to use their land to build parking spaces. Let property owners decide for themselves if they want to build parking spaces. This will have the same effect, because by artificially forcing a higher supply of parking we keep the price of parking low, thus making driving cheaper and transit less appealing. Drop this requirement on property owners and you will gain more transit ridership. Same effect. Less bureaucracy.

No. Right now property owners are required by law to spend their money to build parking and the cheapest way to do that is surface lots. I am saying stop forcing property owners to place any parking at all. Many businesses (especially in the suburbs) will still choose to do so. But we should stop forcing it. I am still fine with leaving other zoning laws about where parking can be located in place. Just stop requiring parking to be built.

Ok, get rid of the minimal parking requirements? I agree with you on that.
