Thats the problem now. Before smartphones,many people didn't know back roads, so when the freeways backed up people that know back roads could hop off and go right around traffic. Now with everyone have a smartphone and getting rerouted to avoid traffic, your equally screwed on and off the expressway during backups.

I know it's a matter of perception but Atlanta traffic honestly doesn't seem that bad to me. Admittedly, I avoid the freeways at rush hour and often take side streets but on the whole it's not that terrible.
