Smart companies learned a long time ago that highly paid cult of personality CEOs hired to turn companies around rarely accomplish that task.

A Superintendent or Teacher can never make up for what these kids need at home to thrive. Let's first start with both parents being in the household. Some kids live in extremely toxic environment with one parent who may be extremely young themselves. Atlanta public education will never fully thrive until the single parent household problem is address. No matter how great the Superintendent or Teacher is the responsibility starts with individual family insuring the kid have a healthy environment to thrive and learn in.

That's not something the city or school district can fix, its a societal issue.
