Georgia's poverty level however placed it ranking at 34th. #1 being the lowest poverty. That's why I say Georgia has a wide gap between haves and have nots. It's ranked pretty respectfully among other States according to these stats when it comes to Median Income but ranks poorly when it comes to the amount of poverty present.

With public colleges that are not as major, there are more transfers and moving around before a student graduates.
That 40% is about the graduation rate over 6 years of 1st time, full-time freshman students to the university.
It doesn't explain what happens to the 60%. Many drop out, many transfer. Of course other students transfer in, which are ignored in that figure.
The school has about 10,000 undergraduate students and conferred about 1460 degrees in 2011. In the 10,000 undergraduates there were 5th years and 6 year students and beyond who will graduate (includes part time students who are working). 4 years prior to 2011, 2000 freshmen started in fall.
So about 80% graduate if we assume the the rate of transfers in and out are the same and the success rate of those transferring in and out is the same. This might be a shakey assumption, but I don't have the data/time to figure it out.
I'd say it is pretty solid to say 40% (or half of those graduating) are transfers who didn't start at UW. If the shakey assumptions hold: the original UW class... 40% graduate from UW, 40% transfer and graduate somewhere else, 20% dropout entirely. (If I had to take a guess unobserved factors the real true dropout rate would be higher than 20%, but much less than 60%)

You're looking at it the wrong way. There are 160 districts listed. Most all of them are rural, therefore in a rank 1 to 160 rural districts will fill up the board. It probably only takes 5 of those 160 districts to represent half the students in Georgia. However, if you at aggregate data, you'll see most of the best performing areas are the larger suburban areas, which also have -many- students.
Even then... of your top 10.... Buford City, Forsyth Co, Fayette Co, Oconee Co., Effingham Co., Chickamaga City would qualify as suburban/exurban.
I know Effingham is largely rural in character, but a good portion of the population commutes to Savannah or Garden City. Chickamagua City is right on the suburban fringe of Chattanooga with good highway access into the city. Oconee Co. is suburban Athens. Fayette and Forsyth are suburban counties of Atlanta. Buford City is in Gwinnett and very much apart of the Atlanta region.

I disagree. I am just looking at it a different way. Two of the top ten ranked school districts on the linked page are rural, more poorer school districts.
The Cobb County school district employs about three times the entire population of Schley County. I certainly would call Schley County rural. The average individual income of Schley County is about half of what it is in Cobb County. I would certainly call the fine folks in Schley County poorer than those in Cobb County.
I understand that there are many more rural school districts than urban/suburban ones, and thus have more of an impact on the overall state rankings. However, to make a blanket statement that the reason Georgia ranks where it does solely based on rural/urban or richer/poorer is not completely accurate.
One could argue that if not for Schley County and Bleckley County the overall state ranking would be lower than it is. These two tiny, poorer school districts represent 20% of the top ten school districts. These two small, poorer school districts have a more positive influence on the ranking of Georgia than Cobb County schools, one of the largest school districts in the nation and one of the more affluent areas in our state.

Georgia has always been behind in education. When my family moved here, I was in the 5th grade. We were doing work I had already done in the third grade elsewhere. Schools here "dumb down" in order to try and look good. In other words, they make it so easy, so it looks better than it actually is. It's not the teachers fault- they cannot discipline the students because the administration and school boards won't stand up to loud mouthed parents. So many children in Ga come from dysfunctional homes, and their parents do not encourage or assist them- probabably because many are funcionally illiterate themselves. In Atlanta, the culture- just have children out of wedlock and go on welfare- why bother with an education? Like many other attitudes in Ga, it's very backwards towards education. I'm sure people will take offense, but Georgias mentality by and large is backwards. There is a reason people up north make fun of us.

You have to look at it on a case by case basis.
Buford isn't bad, but I wouldn't say it is a stand out over other neighboring Gwinnett County Schools districts. In fact I'd rather go to another school.
Same said for Marietta....
Decatur is a special case. It is a high demand area in a county with a school system with problems. In short it is easy to keep that one small city foot print "gentrified" than a larger area that has more extensive borders in a large county system, especially when the county has a high number of aging apartment complexes.
Social Circle... I honestly don't know enough to comment...
I don't think the size makes it always better...
