Interesting. I just looked up Baltimore County. Looks like it operates as a large city like most of Atlanta Metro counties. And just like Atlanta metro, unicorporated Baltimore county has a higher tax rate than many of the cities in Maryland.

I think unincorprated areas make a lot of sense in some places. But I don't think they should be unincorprated in name only has happens in Georgia (and Maryland and other places) where you have a county acting and taxing like a really large city.
