You can stand on the dam and one foot can be in Buford and one in Cumming. Buford is Gwinnett County and Cumming is in Forsyth. Years ago, that would have been a no brainer and Gwinnett was the clear winner. Today the gap has narrowed, and Forsyth has grown and is shedding the image it had 20 years ago as a redneck and racist area.
My personal choice would be Buford.

Maybe, maybe not. It's doubtful that Lanier will be back at capacity by April, barring some MAJOR storm events over the winter, but if we get the rain that we should get based on historical data, it'll likely be higher than it is now- just not full. No one can predict it for sure, though.

I believe that if they stopped taking ANY water out of Lanier today, it could not reach full pool next year unless MANY tropical storms parked over it. There is no major water source outside of the basin that provides water to the lake. No rain=no rise in lake level.
Having said that, if I were looking in that general area for a house, I would consider one that was 'formerly' on the lake...at a reasonably reduced price, of course. I believe you could pick up a marina or two for a good deal, as well.
