My vote goes for Newnan as well. It's got all you're looking for, and I feel fairly certain that apartments can be had there for your price.

You can get rentals in the tri-cities (East Point, College Park, Hapeville) - houses with yards- for $900 a month. Bonus points being that you also get Marta Access, easy Access to the Airport, In EP (Jeff Park neighborhood or River park) - Convenience to Atlanta Medical Center South Fulton Hospital. Depending on where you choose to live in those areas, crime is very low.

I work by the airport too. Right now I commute from Carrollton, which is way too far. I'm not a fan of the southside in general so I'm moving to Powder Springs in Cobb county (northside), which is VERY suburban, and about a 45 min commute. If you're dead set on the southside, I would consider Newnan. Its safe, affordable, and you can catch 85 right to the airport.
