Based on locations you've mentioned, I'm thinking you're looking for a suburban atmosphere? I'd second Brookhaven for sure. Great area, close commute to midtown via train (20 min) or car (15-35 depending on traffic). Lots of new housing stock in that price range, many good restaurants. Smyrna is probably worth a look too depending in what the feel is you're looking for. No train option for Smyrna though, which if you're going to midtown is a great option to have.

New construction in Brookhaven is probably at the high end of OP's budget, but worth a look...especially if public schools are not important.

You won't find much for 600-700k that is newer in Morningside, outside of maybe a condo or townhome--Around Atlantic Station is probably your best bet for new-newer construction in that price range.

With that budget yes you can live most places in the city.

Brookhaven does not have the best public schools. I believe the area is DeKalb County which is a troubled school system. I will let others with more direct knowledge answer the question.

I would suggest areas in NW DeKalb ie North Druid Hills or Oak Grove. I'm seeing more and more infill and teardown properties in those neighborhoods in the OP's desired price range. It's also quite convenient to Midtown.
