How could you put Jackson MS and Atlanta in the same category.. Other than the fact they are both in the south... I'm really confused

Atlanta has a subway, DC has a subway.
Atlanta has the perimeter, DC has the Beltway

But DC is a dense city with much more extensive public transit.

Atlanta and Jackson are southern. And they are closer to each other than Atlanta is to Washington, DC. Wouldn't it make sense for Atlanta to have more in common with Jackson?

I've never been to Jackson, but I can go off this -
Jackson, MS • Metro - 576,800
Atlanta, GA • Metro 5,522,942
Washington DC • Metro 5,860,342

I think that really invalidates the comparison. There's nothing in common.

Chicago and Toledo are midwestern. And they are closer to each other than Chicago is to Washington, DC. Wouldn't it make sense for Chicago to have more in common with Toledo?
