It would appear that the sign at Piedmont and Piedmont Circle is not in violation. I don't know the exact rules, but the sign is in the middle of the street next to the left traffic signal.

Yeah, that's posted properly.

The annoying thing about the Edgewood/Boulevard sign is that all the other No Left Turn signs on Boulevard are properly placed except for the one at Edgewood, and that, just by coincidendce I'm sure, , is the only place where Officer White sets up his ticket trap.
