Atlanta should annex most of SW Fulton and the southern cities (Chattahoochee Hills, Union City, Fairburn, Palmetto should take the rest of the area between Atlanta and them. The only place there might be justification for a new city would be the area south of College Park.

Why? There is nothing but resource costing residential areas out there. It'll cost CoA more money than it'll bring in annexing that area.

The best solution is to just do a one government approach for the whole county. No overlap of political leaders or other services. While there would be hicups all major cities need to do this, you cannot have two political bodies with opposite goals, which a lot of times you do in City vs. County.

They already proposed annexing most of that area in the last legislature without getting the industrial district. But their billed died without a vote. With the industrial district, it would be more favorable.

That's a unique feature of Georgia where the counties get into providing municipal services. It doesn't need to be that way-and isn't almost anywhere else in the country.
