Exactly. Being without a counselor for a period of time has absolutely nothing to do with funding. I don't know what it is with this person and school funding. Like you said above, there is no disparity in funding for individual schools within a school system. It just does not exist.

I know that at Inman, the parents give a lot of money to pay for supplies, playground equipment, field trips etc. beyond the funding that the school receives from APS. My daughters class recently raised enough to purchase five iPads for one of her classrooms. I'm not sure if the schools in the lower income districts can do the same thing.

THAT causes the disparities between schools in different income-level areas of the same system. They all start out with the same funding, and the community/parents/PTA add to it with donations and fund raisers. A school in a wealthier area is obviously going to raise much more money than one in a lower-income area.

Sounds like a bad principal not getting things done. As I pointed out, DSW2 did some numbers and the southside HSs in DeKalb had more counselors per student than the northside.
