I look at the maps, and can't tell. Dekalb seems to be least developed in the South. Aside from a few industrial zones near Six Flags, West Cobb is the only undeveloped part of Cobb County and filling in fast.

You can't go by population vs land size, since Dekalb is very dense near Atlanta.

My gut tells me Dekalb slightly edges out Cobb.

Clayton County (third smallest county in land area in the state behind Clark (Athens) and Rockdale (Conyers) IS the most urbanized county in Georgia, but, the Panhandle (really closer to Griffin, or Brooks) is surprisingly rural not too different from River Road area of Dekalb. I still would give Dekalb the edge over Cobb, though.

It's Cobb.
Yep.

On the map, Dekalb has more "maturing" developed area, but also has some rural undeveloped areas. Cobb has none.
