We can pay for extra police patrols and red light cameras, or we can design the street in such a way that it naturally lowers the speed of traffic by not giving drivers the physical freedom to speed. Seems like a no-brainer to me.

We need enforcement regardless. One of the biggest reasons people are so damn terrible on the road is because there is virtually no enforcement. Good street design is fine, but a minor increase in enforcement will do wonders to reduce speeds on the roads.

We need both. And in addition, we need a statewide initiative to get the word out. For example, I believe that retaking the written rules-of-the-road test should be required every time you renew your driver's license. And you should have to pass a vision test, too--this will help deal with people whose vision, even with glasses or contacts, is too poor to allow them to safely drive any more.

Do a Google search for "education, engineering, enforcement." It is a well-tested model for improving safety in just about any realm.

I am OK with that. I just renewed my license and there was nothing in the way of education or test. I could be crazy and still have a license to operate a 1 ton machine capable of killing people.

Same with a gun. No education or testing required and you can carry it in your pocket even if you are crazy.
