Actually it's 1.5%, but MARTA like all gov't agencies are required by law to go thru bidding process so that makes the task of printing arrival times more difficult and expensive. Instead a grassroots org can quickly implement and test the reaction to Operation TimelyTrip

And how, pray tell, would you realistically change the federal and state bidding requirements to overcome the issues that prevent MARTA from 'acting quickly'?

Really, though, that's only part of it. As I explained earlier, MARTA is already working to replace the entire signage system across the bus network. All 8000+ stops.

MARTA isn't the one putting up schedules because they don't want to spend a bunch of time and money on something that will just be replaced when the whole system gets an overhaul. By making use of volunteers, not only does MARTA not need to go through the lengthy bidding process, but they're saving us all money too.

They don't have to bid to click File > Print on documents they already have.

And they're doing so by supplying MARTA Army with the resource to do it without needing to pay for employees.

You're being overly critical in this case. The Marta army is necessary because of large influx of new riders caused by external events. I often see riders get help from a Marta employee but surely you aren't suggesting that Marta should be staffed all the time for an event such as this? There's just going to be a learning curve with anything new such as this and there is just no way around it.

The biggest issue with a new Marta rider is purchase the Breeze card which can be confusing and time consuming. Apart from a total redesign of the kiosk, no amount of signage could make this part of the process smoother.
