It's not up for MARTA to decide. Gwinnett county begins just half a mile north of Doraville station, thus Gwinnett county residents must decide to fund MARTA which they currently do not do. Once that happens, then the Gold Line can be expanded north.

If the county commission authorizes a referendum, Gwinnett voters approve payment of the sales tax (they already said yes to membership in 1965, just not the tax,) and MARTA manages to pull together the funding, then I could see the Gold Line expanding northeast.

This isn't in the OP, but as for extending the Gold Line south, negotiations with NS on a commuter rail setup would really have to hit rock bottom before MARTA decided to bring HRT to Clayton County. Even then, they could still settle on BRT and not run into legal trouble with the county.

Commuter rail is another type of rail. Less effective, yes, but cheaper.

I was referring to skbl17's assertion that BRT could legally replace the rail proposal.
