Interesting... From AJC.

Police were reviewing the surveillance video to determine how the vandal was able to spray-paint the cars without being detected by a security guard that was on duty. The damage was discovered by a supervisor who reported to work at 3 a.m

I was assuming it as it was Un-Guarded, What was s/he doing from 1130pm to 3am?

Doesn't s/he do rounds with a some sort of "Key" Clock around the place. Don't the rounds include walking past the Street Cars?
Is the guard just watching the tv monitors?
Do that not have Camera Coverage?
One of the AJC video show camera coverage of one of the cars?

Maybe they need to install Key Clock security software to alert APD when s/he does not scan at location at least every X minutes.

Key Clocks have been used in security for decades to make sure guards do rounds, with "Keys" at far ends of each place to be done if there rounds. The "Key" use to be a physical Key, Its now a Card Key type system, that can send out alerts if there is no scan made in X minutes.

Sleeping probably. You should hear all the stories my dad tells about the overnight guards at work.

How hard is it to have survelliance systems these days that can alert on movement?

This is why we can't have nice things. Graffiti looks good when it is on a blank wall, but not on a mutlimillion $ transit vehicle. This 'artist' need to just stick to the Krog St Tunnel.
