No, they are opposed to paying for something that they see has little benefit for their city. Its pretty simple.

By that logic, I should be opposed to paying for widening 400 in Forsyth County, since it has little benefit for me.

The difference is that his being opposed to it doesn't jeopardize its construction. Johns Creek opposing it does jeopardize the funding and then construction of Connect 400.

Johns Creek is free to say they don't want to pay an additional tax to MARTA if that's how they feel about it.

However it's hard to see how that has any binding effect on anybody.

Do you understand taxation without representation? They get a vote in how their tax dollars are spent. Others who feel differently can outvote them, but they do have a vote.

Interesting you should put that in those terms. What about the person who lives in Roswell, who has no representation on the Johns Creek city council, who gets their transportation project canned because of the Johns Creek city council? The only "representation" should be at the state level here. From what others have posted, if even one of the municipalities fails to agree to this, then it's over. That's been the problem with Georgia politics, we let the people who aren't affected by things, derail good stuff for other people. In other words a representative from Podunk, GA can (and has) put the brakes on critical transportation needs in Atlanta.

Johns Creek doesn't have total veto power. They can't stop the whole tax on their own. If Roswell doesn't like the rules, they can go to the state legislature.

Or, Roswell could figure out a way to pay for it without picking the pockets of Johns Creek taxpayers.

Realistically, most likely this just means Johns Creek has to get something they want.

All of the muncipalities in Fulton have to agree to the tax structure before it can be voted on.
