Why is it that the homeless shelter just north of Ivan Allen Jr. Blvd. and the Centennial Olympic Park Dr. intersection never has a bunch of people just loitering outside at all times of the day and night, but this does?

Homeless shelters are fine when they're managed properly.

I would imagine the owners are ok with selling to the city.

So it sounds like this is step 1 in the city taking over the shelter and converting it into a emergency response center. This isn't closing the shelter, but sets the process in motion.
