There are rarely many cars on new roads or riders on new transit lines that just open. That doesn't mean they shouldn't be built.

Reality is, biking is growing exponentially in our city. Building out a network of bike infrastructure is essential.

Well, that's true under current conditions. You typically see only a handful of cyclists, if any.

However, the theory is that if we convert to bike lanes that will bring a ton of people out of the woodwork.

I call BS, maybe at the time you are there, but use the interactive map and see how many cyclists (those who use the app and record their rides) Cycle Atlanta: Interactive map
Edgewood and Auburn Avesare very busy bike commuting corridors to the eastside and Decatur.

What is up with that? Is it appropriate to be expending city resources on something that is so whup-sided?

Lack of resources to own a smartphone and/or with enough data to collect the ride. Also, lack of community outreach.
But yes you are correct in the majority of riders who collect data, either this app or a paid app like Strava, are white and of middle class and above.
