It is the property of the city of Atlanta.
They certainly wouldn't be OK over such activity within the confines of City Hall.

Funny, I'm in and out of there six or seven times a year and have never detected the presence of homeless people inside, although there were times when I boarded MARTA with people that looked unlikely to have business at Hartsfield-Jackson.
Anyway, I can't imagine the city would tolerate this for very long. It's Atlanta's front door, after all.

When I worked at the airport between 2008-2013, the homeless would start filling the atrium around 11pm. They starting come in the late evening for good seats and on the final train to the airport especially if it is extremely hot or cold.

This isn't that new.
