But what if the train is full and you can't sit down?

I thin putting a bag over somebody else's head isn't rude if there is space. I'd take issue with someone trying to put their bag under a seat I was sitting in, though (although I would definitely give up my seat to someone traveling with a bag....most people wouldn't)

I totally agree, and have been that person as well many times over the years. I have also been that person commuting to & from work when people put their backpack/man bag/purse on the adjacent empty seat when it's packed. Talk about being selfish & entitled! When we have luggage and can't be near the designated area, we slide it in front of us at our seats and stretch our legs out on top of it.
