I've seen NPU's override unreasonable NIMBY's any number of times. They have to take a broader view than local neighbors and look to the long term health of the area.

NPUs are also just a recommendation to the ZRB. The ZRB has overruled NPUs, eg: Krobar, Lindbergh Kroger (both Fuqua developments.)

In other words, rich, connected developers can get around the rules. Normal people have a lot more trouble. It adds a lot of expense and time that you need deep pockets to deal with.
