No. This $2.7B is only from the City of Atlanta's "More MARTA" 0.5% sales tax (which is in addition to the 1% MARTA sales tax). Both those projects you mention are outside the city limits. It will be up to DeKalb / Fulton to raise additional funding to cover those projects. They are not off the table, but they need to raise their own funds as they are not eligible for this funding from the City of Atlanta.

As others have said, the $2.7B project list was only for City of Atlanta, as City of Atlanta residents approved a referendum for 0.5% sales tax increase to fund transit expansion in the city limits. If other jurisdictions want transit expansions, they'll have to pass referendums to fund their projects.
Fulton County approved a transit master plan: http://www.fultoncountyga.gov/images...eb_Viewing.pdf that does not include extending Red Line. Instead they are opting for BRT in GDOT's managed lanes along 400.
DeKlab County is updating their Transit Master Plan: DeKalb County Transit Master Plan (TMP)

Well, we'll see what this November, and what 2020 has to say on the topic. Killing funding for expansions and improvements is not going to fix ridership, and will likely hurt long-term growth and usability. Luckily-ish, MARTA already has at least one project with federal funding to get started on, a few projects that don't need it, and some time needed to finalize engineering & design. Hopefully the current administration's and congress's positions don't last that long.

Yeah, like I've said earlier, the battle's over, but the war is still being fought. There's a LOT of unfunded project for both the BeltLine and the Clifton Corridor. Private groups need to be wrangled to help finish both chunks of projects, and that's not done until the ink is dry.

What has federal funding already? Summerhill BRT?

What doesn't need it? Station improvements? Any others?

Any project less than $150M is not dependent on competing for FTA grants.

What do you mean by that? For example Sumerhill BRT is $111M and already has Federal money, correct?

Yeah, I was thinking Summerhill BRT, though likely the Midtown section that doesn't overlap with the planned Capitol Ave BRT section. Not too bad, since even a Midtown BRT section would be useful.

According to MARTA's technical analysis, the following projects weren't seeking federal matching:
  • S-Concept - Crosstown Downtown East Streetcar Extension
  • North Ave BRT
  • Route 510: Peachtree - Buckhead ART
  • Route 578: Cleveland Ave ART
  • Route 595: Metropolitan Pkwy ART
  • General Bus Service Improvements (though this has already started with the Fast Tracks stuff)
  • Greenbriar Transit Center
  • Moores Mill Transit Center
  • Station Enhancements
  • General Bus Stop Amenities

So, over all, not a bad haul! Quite a lot can be 'fast-tracked' while federal bids are put in. Might get some real nifty stuff sooner than we think.

Clifton Corridor, 6 decades in the making

In the 1990s, Lewis and McKinney stumped for the project. As the area’s representatives in Congress, they sought federal funding so MARTA could do the planning necessary to apply for federal construction funding. In addition to a multitude of services, the region was a treasure trove of jobs ranging in pay from high income to blue collar.

McKinney in 1991 described the Clifton Corridor transit piece as one where rail would improve air quality and the quality of life. In a statement announcing the second piece of a total funding package of $2.1 million, McKinney observed:

“Traffic congestion is adding greatly to Atlanta’s poor air quality. Building more highways, widening I-285 or widening roads through our quiet neighborhoods is certainly not the answer. We must look closely at other forms of alternative transportation such as monorail, light rail or express buses.”

Wow. Good catch. What is even more impressive is that "S-Concept - Crosstown Downtown East Streetcar Extension" goes all the way up to Ponce City Market! If they get that work started right away that would be a huge, visible quick victory for MoreMARTA.
