Yes, Savannah. Plus, if we want to promote another area, Augusta is once again putting resources into the northern 3rd of Georgia. All 4 of the research universities are in the northern 3rd. There is more poverty in the south.

Augusta for sure with the university, SRS, and Fort Gordon which can act as anchors for future growth and there's already movement being made towards that end with the cybersecurity industry. What hurts it though is lack of infrastructure. I don't see how having only one primary interstate will cut it. Making portions of Highways 25 and 80 limited access with higher speed limits between Augusta and Savannah would definitely help. Lack of infrastructure is probably the biggest impediment for all of Georgia's cities not named Atlanta or Savannah actually.

Athens.

Most booming small/mid sized cities have a large college that provides jobs and research. Augusta, Columbus, Macon, and Columbus are not the type of places that attract outsiders, but Athens with it's food and culture could do it.

I agree with you about Athens, but Savannah has these things in abundance.

People are primarily attracted to places because of jobs; food and culture are secondary or even tertiary. If Augusta, Macon, and Columbus create enough of the right kinds of jobs, the people will follow. You even admitted as much yourself when alluding to UGA as a greater jobs creator for Athens. The same can happen for Augusta's research university. Athens is a bit hamstrung by the lack of an interstate or even a spur.

Augusta with the Medical College of Georgia, Kimberly Clark, Columbia Nitrogen, Savannah River Plant and The Master Tournament, Fort Gordon is doing quite well. Although only one interstate and 520 extension, alot of state roads like 125 and 278 that takes you toward Orangeburg, Charleston, and Savannah. Nearby Aiken is also growing as well.

You are right. I was thinking of a city that could attract a lot of white collar workers and forgot about manufacturing.
