Because not giving handouts to wealthy people who don't need it isn't very business friendly-like.

I wonder if they would be happy with a hundred million or so from the Little Man? There aren't that many of us.

This $2 billion they've been talking about is 20 times that!

Cause corporate welfare is as American as baseball, apple pie and mass shootings

Seems to me this land would be extremely valuable just as is. It's huge undeveloped tract sitting smack dab in the middle of downtown. Didn't the city pay about $25 million an acre for the Falcons to build their stadium next door?

Here's a good article on the subject by Bill Torpy.

Torpy at Large: Atlanta’s Gulch giveaway a real gulper
"...After I ran my shark story, Bene told me, “The Gulch subsidy is 266 times as outrageous as the aquarium’s.”

Actually, he was going on figures that the Gulch subsidy would be $2 billion. So, with the subsidy at $1.75 billion, the outrageousness factor is more like 233.

Gotta be precise here."

The whole thing is ridiculous. But its consistent with the corrupt political culture here that rivals anything in Chicago or New Orleans.

This stuff will be built somewhere in the metro without any abatements or TADs. I can see designating tax money to build public streets or possibly transit access, but the rest is just a giveaway to a preferred developer.

BINGO!
But when such sentiment is voiced, the crybabies on Wall Street, their sycophants on business cable networks & the various political hacks whose hands they grease with contributions cry "CLASS WARFARE!"
For some reason spoiled & selfish Wall Street hacks like Lawrence Kudlow easily come to mind...
Ironic isn't it given how the big giveaways to developers, sports team owners, etc. are really a form a class warfare being practiced upon Joe Blow Taxpayer!

Norfolk Southern CEO talks potential Atlanta move as Gulch vote nears

Though the company had previously discussed a potential consolidation of its operations, the comments by CEO James Squires were the first formal acknowledgement of the railroad’s interest in a potential headquarters move from Norfolk, Va., to Atlanta. The remarks came the same day Atlanta City Council announced a special called meeting next week to consider a public financing package for the $5 billion redevelopment of downtown’s Gulch.

The CEO of Norfolk Southern told employees Thursday the company is looking to consolidate its headquarters in Atlanta, “but only if many aspects can be resolved,” the Virginian-Pilot newspaper reported.

No formal announcement has been made, but it sounds to me like it's all over but the shoutin'.
