I'm not sure if that scenario is even possible, since blacks who achieve the wealth you speak of are just going to push out those of lesser means. Those with means are going to desire all the same amenities that the wealthy of other races do.

Can I also add that "Black Moscow" would be a better name for a mixed drink than a nickname for a city.

Moscow: Yea but when you think of Moscow, it isn't thaaaat diverse. It's mostly Russians... over 90%. Within the Russians it's mostly the predominate white western Russia ethnic group. It's pretty homogeneous by comparison, so it's tough to give black people that label to the Atlanta area.

Well there are two-large trends that are important to there simply being more black people in the South and Atlanta is right in the middle with a powerful economy. More black people... simply more chance some people can pull ahead and those numbers slowly grow over time.

1) This is where black people were brought to and resided for hundreds of years. They didn't all go North with the great migration. Some of it is just that they have always been here.

2) There is a trend where black people are leaving northern cities and heading back for the South. This gets more difficult to dive into. One issue is black people are still facing more head winds economically and socially in the Midwest and the Northeast. The South for all its pros and cons was really forced to self-examine itself more in the aftermath of the Civil Right movement in ways cities in other regions didn't. I see Chicago as an area where more problems persists. It's easier for people to not confront their own attitudes and they live in more segregated neighborhoods. They didn't create slavery and jim crow laws, so it gives them more room to hide from the small stuff and just point at the South.

The other thing is education. I think in some ways HBCUs are an out-dated concept, but will persists with history and the social trusts they have gained. I know some will disagree It's hard to not observe their importance at training a population to be something better. This is also something that takes time. The best students are going to come families whose parents are well-educated, who not only push their kids that way... but can quickly answer the questions that might stump them along the way.

Places like Howard in DC and Spellman and Morehouse in Atlanta become very important at bringing black people up the social ladder.

The old Atlanta motto as "the City too busy to Hate." I think this was fair and had a heavy amount of truth. It didn't claim we were a perfect place or without problems. However, the civil rights movement had far fewer problems. To a large extent we were a city too busy growing, too busy building, and had a large number of people moving in here from all over. We were more concerned with attracting new companies and industrial growth and we knew acting like Alabama would run counter to that.

In turn we got the growth of the New South. We got the attention, the money, and the opportunities. It's the cross between where the opportunities are/were and where the black population exists in heavy numbers too. There was much more room for more money to trickle down to the black population (comparatively to other places in the region), even if things weren't always economically equal. More regional opportunities, gives more room for some people to work their way up.

Nah, Moscow is kind of a random comparison

It's important to note, When people say black culture black history in the US they commonly referring black culture black history in the US. because blacks are a minority group not all US cities have large black population like Seattle, Minneapolis and etc. While cities like Atlanta, Chicago, New Orleans and etc have a rich black history.

How ever Moscow is outside the US, and Russian is a nationality. you can't refer to something international but use "black" just refer to African Americans. because by using Moscow you went beyond the cultural contexts of the US.

There over a billion black people. So the comparison would not make sense, there no sole black international center. Because there are different black cultures. So In the US Atlanta, Chicago, New Orleans, New York and etc. Are centers of African American culture. But in Brazil, Rio, Salvador and etc are center of Afro Brazilian culture "black culture to them"

Which begs to question about Africa, while there obviously issues with poverty and etc there are small middle class population in Africa large cities.

So the Answer would be no... there would be multiple culturally significant cities to black people depending on there culture and nationality.

Just realize OP mention African American, in that way it still doesn't make sense because Moscow it just random. Why not London, Paris, Berlin why Moscow? what the difference. but the larger point I was making Atlanta is the black Atlanta to black people.
