Meanwhile California is an example with what goes wrong with government and taxpayer investment. Governor Newsom might seek private investment. Maybe Brightline/Virgin Trains USA might help.

Agreed. Design by committee (especially a committee of bureaucrats) is a terrible way to do things. They should have brought in a private company from the start.
