Yeah I’m confused, Walton High in East Cobb is a charter school. Run by Cobb County (I think).

Georgia’s chartering laws are atypical nationally. Walton is a charter school under Georgia law. However, the charter only applies to school governance. Walton is still explicitly part of CCSD. The teachers are CCSD employees, CCSD determines Walton’s attendance zone boundaries and the district owns the the campus. Typically none of those facts apply to charters.
Outside of Georgia charters are nearly always (or maybe always, not sure) fully independent from the district in which they are located. Operating as as publicly-funded private contractors is far and away the most common operational model for charters in the rest of the US.
