If you have a job lined up, $2000 should be fine. If you do not have a job lined up and are planning to wait until the "right offer" comes along before you take a job, $6500. If you are willing to take a low paying crap job to help tide you over until the right offer comes along (retail, bartender, food industry) then I would say $4000 would be fine because you will be earning some money and not burning through your savings so fast.

Ditto. Since you basically want to get out of Bakersfield, I'd suggest you widen your range. Get a job first, THEN move.

Realize that it takes about two years in a new city to get really comfortable and know if it's going to work out, ie to learn your way around, make a decent group of friends, etc. Do a little planning so that the move doesn't leave you broke and unhappy.

I'm not sure what kind of woman is going to want to room with a random 36 year old dude.

Unless you're gay. Even then....I don't know.

People think I'm extreme, but my rule of thumb is to always have enough to cover you in the event to job loss of a minimum of 3 years. This should include rent, food, utilities and misc. expense.

Assuming you're single I think 20k would have you covered.

What you will need to do before moving to the Atlanta area is to first obtain good-paying employment in the Atlanta area (because the employment market can be highly competitive in the Atlanta area) and then look for a place to live that will be convenient to where you will be working (because the traffic can be quite challenging during morning and evening rush hours).

Like ATLTJL noted, finding a female roommate will likely be quite challenging, but you will likely be able to find an affordable one-bedroom or studio apartment somewhere in the Atlanta area that will be convenient to where you will be working.
