As for the topic at hand...there's nothing there that's incorrect. Gwinnett did NOT MARTA in part for reasons of race (probably, though, more because of increased taxation).

You hit the nail on the head. Public transit is a public good - tax dollars are required to subsidize the cost of operation and thusly, its likely rates of taxation would increase.
