As to the HOpe, this is a quote from a study of the program.

In addition to increasing the length of college for many students, HOPE has failed to attract sizable numbers of new students to college. Cornwell, Mustard, and Sridhar (2004) found that most students who receive HOPE would have gone to college somewhere even if the program were not available. Thus HOPE has largely failed in its goal of attracting students to college who would formerly not have considered it. On the contrary, HOPE recipients are generally the children of middle- to upper-middle-class families who would value college education with or without the program. In practice, the HOPE Scholarship is generally a regressive form of educational funding—lottery players are disproportionately the poor and minorities, whereas scholarship recipients are overwhelmingly white and well-off. (Rubenstein and Scafidi 2002).
Not according to the above report. It states that the state's two largest minority groups, blacks and "Hispanics", outperform blacks and Hispanics at the national level. Whites also outperform other whites at the national level.

The reason why Georgia ranks so low is because its percentage of white students is fairly low on average, and so when you have larger percentages of blacks and Hispanics, which score lower on average, the state is going to be near the bottom, regardless if each individual group outperformed their demographic from other states.

Goodness, if having darker skin makes a person so stupid, how do they manage to get into the middle class? That normally requires holding down a job that requires some intelligence and skills.

Shoot, I swore I'd never again get on a thread started by you, since I am so offended by your racialist views. Ugh.

It's happening everywhere, just not in these counties. When I get the time, I will post the schools in the so-called exurban counties. Places like Henry County now have half of their middle schools majority "minority".

Either whites with children are moving out, or whites are not having as many children.

According to statistics, the biggest reason for the changes are: 1) Atlanta being a huge magnet for blacks, 2) Atlanta being a huge magnet for scores of illegal alien Mestizos (courtesy of the recently ended, long-held construction boom), and 3) lower white birth rates and higher non-white birth rates. A fourth could be that some whites are starting to exit the region, much like occurred in California in the 90s, and which continues to occur.

However, note, this is occurring on a national scale, and it doesn't spell a good fate for the U.S. I think that what we're seeing is something that will ultimately destroy this country, economically, socially, and culturally, if something isn't changed soon. What am I talking about changing? Immigration policies, protection of borders, deportation, etc.

Looking at white dispossession as a reason to celebrate is awful, for it is anti-white, and it wishes to see America's founding demographic to be dispossessed from the country their ancestors built.

This is why the demographics of the Atlanta city schools haven't changed. Of course, some of the newcomers do have kids, but an overwhelming majority of them are sent to private schools. Still, most do not have kids, and so all we have seen are lowering enrollments, but with pretty much the same almost all-black schools.

Given trends, the market, etc., I'm not so sure that the white migration to intown hasn't ended.

They are not enrolled in private schools. Sure, a small percentage are, but the main factor is what I stated a few posts back.

Any statistics for the numbers of families home schooling? In my years in Cobb, I knew multitudes of families that homeschooled, the vast majority where white and the reason was not race but a desire to insure their children received a quality education. This was in majority white North Cobb / South Cherokee.

MMANN is on a distinguished road
Look, Atlanta's northern suburbs go through a cycle, and it has yet to be broken. I would know as an Atlanta native, and I have been living here all 30 years of my life.

First, the place is rural with poor whites in the schools. Its still considered far out, and attracts whites looking for white schools, and the schools begin to be half rural/half rich-suburb kid. Most of the housing being built is high-end single family homes (can get high prices due to the schools), and no apartments.

The single family homes begin to dominate the once-rural landscape, and the schools become moslty all rich suburban kids. But, due to all the new housing, there is a demand for retail, and soon enough a mall is built to serve the area.

Along with the mall, garden apartment complexes begin to sprout up, and A LOT are built. At first, they are rented by young professionals who work at offices built near the mall, and the schools still remain steady.

Fast forward 10 years, and the apartments have aged quickly, as most compelexes do. As they age, new ones are built to house the professionals. Often the ones owned by upscale management companies like Post are sold to another owner. Minorities begin to move in, with thier kids attending the public schools.

Suddenly, the people who moved out there for the white schools see the schools starting to turn. They do one of two things:
1.) Pull thier kids out and put them in private schools
2.) Move to the new outer suburb, where the apartments are not built/still new and the schools still white. The people that buy thier homes put thier kids in private schools because they did not move to the area for the schools anyway.

The process is already complete in Vinings, Buckhead, Sandy Springs, Roswell and Dunwoody (although Dunwoody's elementary schools have held out - for now). It is currently happening in Alpharetta as the apartments up thier are reaching the 10-15 year mark. South Forsyth, with plans for the new mall, is still in the first stage, but after the mall will be in the second.

Gwinnett is an exception, with the difference here being that in the aforementioned places it was only expensive homes and apartments being built, where in Gwinnett it was a lot of cheap single family homes in addition to apartments. If those houses had been higher end to begin with, Gwinnett may have fared better.

Although East Cobb, Milton, and Johns Creek did not get hispanics or blacks, they got Asians, and it seems the white people dont care as much because the school performance increases.

This is what I have gathered from my years in Atlanta. I have firsthand experience too. I was born in Sandy Springs. Schools got bad, so we moved to Peachtree Corners. Everything brand new, but as the apartments aged the schools minority population surged. I went to Pinckneyville Middle in 1994, and it does not suprise me that it is now only 35% white, becuase I saw it happening before my eyes. My parents gave up and sent me to private high school.

Ok that may have been true MMANN but that cycle cannot be sustained. People will not continue to move farther and farther out, especially now as the intown neighborhoods are desirable again and gas costs make exurbs lose all their appeal. Surely that pattern has been exhausted by now. So what happens next?

You mentioned Dunwoody elementary schools. Perhaps Dunwoody is demonstrating the leading edge of the reversal of that trend. I know that Kingsley elementary is getting whiter and whiter each year. Also Vanderlyn is already completely white/Asian and Austin is close to it. I don't know about Chestnut. Anyway the point is I don't see minorities moving in to those districts. It's already fully developed (although some unfortunate new apartments have sprung up all along Ashford Dunwoody). So maybe a new pattern is emerging.

But only at the elementary level.... I think that many schools have gotten less African American though not necessarily more white Inside the Perimeter. Sutton and North Atlanta still struggle though enrollment is way up at the elementary schools and has been for many years.

DeKalb has so much "choice" that they have imported 100s of kids into Chamblee High. Last year, less than 42 percent of students attending Chamblee were from the attendance zone. Some were in the magnet program, some were there through the charter, some were No Child Left Behind students and some were just plain old administrative transfers.

Chamblee High's demographics are not at all reflective of the community...
33% White, 47% Black, 8% Hispanic

In this case, in grades k-12, there are bunches of families using the various nearby private schools.
