I'm thinking a store that sells cheap particleboard furniture from Sweden isn't what most people are talking about when they talk about a city being "international"......

Wikipedia has lots of ideas but none of them fit: Homer (disambiguation) - Wikipedia, the free encyclopedia

From context, I'd say the poster means something like home-town booster, wouldn't you?

Wondering how hard I'd have to look in the average American mid-size to largish city to find those gourmet anchovies from Spain - the ones that come in the big cans which you can buy at the Dekalb Farmer's Market ? For that matter I wonder how many shops in the average New York City burgh carry them.

Just a random example, of course. No reason to judge a city as being international or not on that basis alone right? Then again, the human mind does tend to need a short-hand of some kind or other.
