According to the US Census (and they're the ones who decide these kinds of things):
2000
Atlanta MSA ... 4,247,981
Los Angeles MSA ... 12,365,627
2007
Atlanta MSA ... 5,278,904
Los Angeles MSA ... 12,875,587
Growth between 2000-2007
Atlanta ... 1,030,923, or 24.3%
Los Angeles ... 509,960, or 4.1%
Atlanta's growth has not slowed down since the 90s, and it's growing considerably faster than Los Angeles which includes the Anaheim - Santa Ana - Irvine MSA in its population figures.

I was getting worried there for a second. I know the recession is impacting Atlanta pretty hard, but there still are developments in progress. Atlanta has also dealt with natural disasters, such as the drought and the tornado, and the gas shortage from Hurricane Ike. Atlanta's future could go either way at this point, and I just hope it doesn't follow Detroit's path.

Atlanta's boom may have slowed like it has in many other cities including Dallas. I see this as a good thing, now the infrastructure can catch up to the crazy growth rates over the past 10 years +. If any city is geared to weather a downturn it's Atlanta.

By "decline" do you mean population decline or do you want Atlanta to suck and keep sucking ...forever. Right now I see Atlanta organizing itself and I don't mind a population decline but I have friends form up North who are thinking about moving here because it's so affordable, so that population decline will be put on hold. It was already said bit ATL's trying to get the infrastructure on par so that'll help.
