DeKalb County covers a fairly large area from Atlanta/Fulton County to beyond Stone Mountain and north to Perimeter Mall. Are you interested in a particular part of DeKalb County--I can tell you something about the NE portion around Emory University.
It's a good place to live if you work downtown and enjoy an urban/suburban style of life.

Cobb and Dekalb both have less jobs than fulton and gwinnett.. but that may be why they are such great suburbs.
If you love huge SUV's with overweight people and McCain stickers you'll love Cobb.
If you love Obama stickers and laid back smart people you'll love Dekalb. I find the people of Dekalb to be much more open minded and intelligent from a social perspective. In Dekalb, I believe that many same-sex couples move there because they get benefits.. should thought i'd mention that because that says they are more open and modern than Cobb.
Cobb=stuck in civil war past... literally, go to the Cobb county courthouse and it looks like you stepped back in time 40 years... LOL, gaudy interior decorations with civil war paintings adorn the walls...Cobb county's central city, Marietta, is a slum-town full of washed up old lawyers and street corners filled with illegal aliens begging for work. Go to downtown Decatur in Dekalb and it feels like you travelled ahead in time 50 years... I"M NOT KIDDING!

LOL--blondandfun
As best I remember the DeKalb County Courthouse is less formal. Very busy place these days. Good idea to know and obey the laws in DeKalb. FWIW.

Given that I chose to live in Cobb....Cobb. Here are some of the reasons in no specific order:
- Well run and managed county with competent and responsive political leaders
- Good schools in most parts of the county
- Housing stock that met requirements
- lower taxes than just about any of the metro counties
- relatively low crime or very low crime in most parts of the county
- variety of retail and commercial business and balanced economy
- Good mix of long time residents and new comers
- Great parks and recreational resources

That is, when you're not dodging bullets from the random acts of crime that's so common there.

I would choose Dekalb (Downtown Decatur). I am a liberal guy who prefers more urban surrounding so it would be a better fit for me.

I love the NW quarter of DeKalb...it's one of my favorite areas of the metro (and where I grew up). However, if I were starting out with a new family today, I would choose east Cobb county. Good schools, better administration, lower crime, more bang for the tax buck.

What are your priorities? That would inform the recommendations. I've been here a bit over a year and I'm in Cobb but would not be here had I known what I know now. It's a slower pace, it's very conservative and I don't find the folks very friendly in comparison to my experiences in NY and S. Florida -- I would be closer to the city. But the schools are excellent, crime is very low and shopping is convenient.
