No--it is a designation assigned by the post office to a suburban area.

The whole Atlanta metro is like this. It's a maze. Most folks who have a Marietta address don't actually live in Marietta, but rather in unincorporated Cobb County, for example. Some folks who have a Smyrna address are the same. Some ZIP codes, like Mableton (30126) are completely unincorporated, since Mableton hasn't been an incorporated city for almost 100 years.
