Welcome to Atlanta
I have really become discouraged over the past few weeks, with the scene of Atlanta. I am not a party girl, however, I do like to go out and have a good time. I am not finding the best that Atlanta has to offer when it comes to making friends with people that like to have a good time in the city and know of the better places to go out to. HELP a sista out!!!

Your location states Alpharetta. That's your problem.

Nah...you can find good people anywhere. My three favorite recommendations:
1) Volunteer (hands on atlanta has fun activities with very cool people)
2) church or synagogue
3) comedy improv class at whole wold or basement theatre

I second this. You're a young, single black woman and you moved to Alpharetta? In my neighborhood (Inman Park/Old Fourth Ward), for example, you will find a lot of young professional singles and amenities that cater to them.

I don't see anything wrong with this, mainly because there is a good chance that she may also work in Alpharetta. It is better to live close to work and then venture out after work or on weekends that it is to live elsewhere and fight traffic to-and-from the office.
I live and work in Marietta, but most of what I do is across town. I once toyed with the idea of moving elsewhere, but I would rather have a 5-10 minute commute and then drive around town on the weekend than live "close to everything" and have a 45-90 minute commute to work in the morning.
With all of that being said, this young lady can simply find things to do outside of her immediate area.

Ok, I'm confused. Do you have school aged children? From the wording of your original post, I was under the impression you were young and childless. Otherwise, why else move to Alpharetta?

I too was under the impression that the OP was childless. I know I rasised some folks' ire when I said that living in Alpharetta wasn't conducive to a young female looking for an active lifestyle and meeting people, but I stand by my word.
Alpharetta is a great place if you have a family, wish to purchase a larger home at a competitive price, and work in the North Fulton area. However it can be very difficult for someone single and looking for a more active lifestyle. It's located rather far from the various activity centers in the metro area that have amenities that cater to the younger crowd.
That being said, the OP may wish to look for alternatives in the metro area that suit her wishes to provide her child/children with good schools, as well as an active lifestyle for herself. My suggestions would be Smyrna/Vinings, City of Decatur (very centrally located near Downtown Atlanta with excellent schools), and Druid Hills/Emory. All of these locations are more centrally located and have good schools. You will also find a sizeable concentration of young professional singles in each of these areas.
BTW, another area worth mentioning would be the South Fulton/Camp Creek/Sandtown area. There are a lot of great neighborhoods in this section of the metro area; however you need to be careful which schools serve the specific community to which you choose to relocate, as the schools can be hit or miss in this area.
