I seriously doubt that Jonesboro would be on anyone's "best in-town neighborhoods" list.
Good neighborhoods just "slightly outside" the perimeter would put you into places like Dunwoody and Sandy Springs or maybe Smyrna/Vinings, as mentioned above. Douglasville, Fayetteville and Peachtree City are all more than slightly outside the perimeter (OTP) -- can't be considered intown neighborhoods.
What is your goal? A reasonable commute downtown?

I am actually trying to narrow down various areas. My question was actually two pronged. I am interested in good in-town neighborhoods, which are not within the City of Atlanta, and I am also interested in some outlying areas. I realize Jonesboro, Fayetteville, and Douglasville are not considered in-town neighborhoods; however, there are some very historic homes in these areas. I am ultimately interested in historic homes, but I am not in any way interested in living within the "City of Atlanta", because I do not want to pay county and city property taxes. As you can see, I have several desires which I am trying to meet.

Fayetteville
I am looking to close on a house in Fayetteville. Everytime I go out there, I love it. I have many colleagues that live out there and they love it. I have not heard one bad thing about Fayetteville or Douglasville, but, then again, I'm not everybody!  You ever consider Peachtree City? Very, very nice, and also close to Fayetteville.

Smynings is great because it is a straight shoot to Buckhead/Midtown, very close to the airport and offers lots in terms of live, work, play developments, village type feel (Smyrna Village and Vinings are both very quaint) and has a good mix of new construction plus older homes. Taxes are good in Cobb County and 285 is very close by.
Lots of restaurants, shops, big box stores, mom and pop establishments, Costco, Home Depot, etc. Pretty much everything is right here.

I think you will like Fayetteville based on what you are looking for - it has many beautiful historic homes - some fixed up and some just waiting for someone to take the plunge. It is also close enough to Atlanta for daily work and play. I live just outside the city limits of Fayetteville on the north side in Fayette County so don't even pay Fayetteville city taxes but am still within a reasonable commute to Atlanta and only minutes from everything in Fayetteville or Peachtree City. If you don't want to pay any city taxes this is a good option. There are some historic houses in the county as well as in town that would be very charming.

BTW - there are no historic homes in Peachtree city and it is a longer drive to Atlanta than the northern part of Fayetteville.

No, I simply like the combination name nrgpill constructed.
It's quite appropriate; southern Smyrna is an area where a lot of fairly fancy new developments are popping up, and many of them are adopting the name "xxxx at Vinings" to try to capitalize on the popularity/marketability of the Vinings name.
I live in unincorporated Mableton, literally just a few blocks south of a few of those ersatz Vinings neighborhoods (mainly the largish Vinings Estates development and its satellites).

nrgpill did not construct Smynings. It's actually quite a quite popular term for the those who live just a wee bit outside of Vinings without going too far into Smyrna. But it's kind of goofy if you ask me.
